It takes a photograph and few hundred INR to get a valid driving License in India.
In some places you don't even require to present yourself to the Inspector. And it is a valid photo identity card accepted in most offices. It is no surprise that driving licenses are issued in the name of persons, who may not have all the limbs, or who has passed away. If you want one for your Dog named something other than the usual Tommy, Blacky or Puppy, you may get one.
It is not only an identity system that is being endangered, but the main threat to the society from this malpractice is the moving car under the manipulation of such drivers who doesn't qualify to be a driver. Traffic rules are not something that they have ever heard of, leave alone practicing.
For example, anyone who has traveled on the highways of India, must have passed a few mighty trucks that have a payload much more than what they are supposed to carry, but that is another story.
A somewhat sober trucker, who still thinks that the road is not for his personal use, will allow you to overtake by switching on the right indicator. THE RIGHT INDICATOR!!! Because to him, the desi way of signaling a clear path to the vehicle asking for side is to put out his right hand outside the window and wave it so that it signals "Go .. the road is clear". When he translates it to the light signals he can't wave but can stick his hand out by switching the right indicator. They can never think in their wildest thought that turning on the left indicator actually tells the driver in the vehicle behind that "I am moving left and the road is clear for you to move".
The next breed is the lot who thinks that the government is so kind and thankful for their vote that they caste few years back that it has built a road for their personal use. And it is free for them to occupy the right lane and continue driving for eternity. You honk and shout and flash your head lights but to no effect. The driver in the rear vehicle then shifts on the left lane and overtakes from the left. So now you can see small cars just overtake the big trucks and trailers from the left, without even sounding the horn, which might be fatal if suddenly the trucker needs a pissing break.
Do we care about the traffic system that is in India cities and highways today? I haven't heard of anything from the quarters that matter.. government of india.
